04Boundaries
Under one parent, overlaps become conflicts the group must manage. Each needs a written rule before either arm acts.
Rora Water buys water rights and farmland with water; ERTH Agra’s water and irrigation funds do the same. The Group Allocation Policy decides first look and how a shared deal is split.
Desalination needs large power supply that ERTH Petra could provide. Arm’s-length pricing and disinterested approval for any contract between the two.
Rora Water’s regulated utilities sit next to ERTH Volta’s utility assets. Mandate boundaries are written.
